RICH ROTH – EXECUTIVE DIRECTOR OF CTI Consulting


Executive Summary

Mr. Roth is Executive Director and Chief Operating Officer for CTI. He is a recognized expert in the area of threat and risk assessment and technical security with over 30 years of experience in risk mitigation and in designing, evaluating, and managing the installation of physical security and access control systems for large buildings and complexes.  Mr. Roth has a strong background in technical security, systems design, threat assessment, and knowledge of the most current and effective security technology. He served with the U.S. Secret Service's Technical Services Division, assigned to the White House.

Mr. Roth has been directly involved in every project CTI has had with the eighty airports for whom CTI has worked over the past 17 years. He has conducted technical security surveys, vulnerability assessments, and bomb blast analyses of numerous facilities, to include government and commercial buildings and complexes, private residential properties, and airports throughout the world.  He works with architects and engineers in designing security systems for new and renovated facilities and in conducting bomb blast analyses.  Mr. Roth has provided services to U.S. agencies, foreign governments, embassies, and multi-national corporations and performs or supervises all technical security operations, providing a unique expertise in counter terrorism, electronic and physical security systems design, technical security countermeasures, computer security, industrial espionage, and high-level technology to the public and private sectors.

Mr. Roth has conducted threat, vulnerability, and risk assessments (TVRA's) for such airports as Atlanta Hartsfield, Boston Logan, Phoenix Sky Harbor, Chicago’s O'Hare, and Midway; infrastructures such as water systems and county and federal courts; and other Federal buildings such as the 1500 Federal offices and buildings CTI studies after the Oklahoma City bombing. He also conducted threat and risk assessments as part of his design and implementation oversight of the Gaza crossing checkpoint, in Rafah, between Gaza and Egypt. This project was performed under the auspices of the U.S. State Department, Government of Israel, European Union, and the Palestinian Authorities. He has served as project manager or Principal in Charge on projects to test and implement new technologies, including fingerprinting and facial recognition biometric systems and document validation.


Other Professional Experience


Mr. Roth is a consultant on terrorism, terrorist countermeasures, and vulnerability reduction strategies. He has been a consultant on counterterrorism for the U.S. Department of State, U.S. Customs Service, FBI, U.S. Holocaust Museum, Social Security Administration, and major corporations. He was administrative project manager for the fifty CTI security technicians and engineers assigned over the past six years to the U. S. Department of State's Bureau of Diplomatic Security, Office of Domestic Operations. He was project manager on the CTI project to conduct vulnerability and threat assessment studies of over 1500 for the Social Security Administration facilities stemming from the Murrah Federal Building bombing in Oklahoma City.

Mr. Roth assisted the Port Authority of New York and New Jersey during the security studies conducted on the World Trade Center buildings, its three airports and three heliports, and the Holland and Lincoln Tunnels in 1994. Also related to the Port Authority/NY/NJ, he was the Principle-in-Charge for CTI security teams responsible for testing the security at JFK, La Guardia, and Newark Airports during a twelve-month period.

Mr. Roth assisted the U.S. State Department and Customs Service in the development and instruction of the Anti Terrorist Assistance Program (ATAP) for over 20 countries. These programs, focusing on terrorism countermeasures, were presented for military and police forces. The specific counter-terrorist courses included: Airport and Harbor Security, Building Security, Vital Installation Security, Refinery and Pipeline Security, Counter-Terrorist Patrol Tactics, Command and Control Tactics, and Bomb Detection Dog Training.
